Former mayor of Irpin, Oleksandr Markushyn, has deregistered from the Irpin City Territorial Community and, on August 19, 2025, registered in the Sosnivskyi district of the city of Cherkasy, Kyiv24 reports.
According to an information note obtained by journalists, the Irpin City Council believes this is an attempt by Markushyn to influence the court.
Why Markushyn left the Irpin community remains unclear. Some speculate that after being dismissed from the post of Irpin mayor, he decided to launch his election campaign for the Cherkasy City Council. Others suggest he may simply want to avoid paying taxes into Irpin’s budget—or that, after dozens of scandals and criminal proceedings related to embezzlement of local funds through salary schemes and reconstruction kickbacks, he no longer sees his political future in Irpin.

However, the Irpin City Council assumes the real reason is different. Markushyn is now preparing to appeal the council’s no-confidence decision. As reported earlier, he has been attempting to manipulate the judicial system by filing a lawsuit not with the Kyiv District Administrative Court, but with the Cherkasy District Administrative Court.
By doing so, Markushyn is allegedly trying to secure a favorable ruling from judges in Cherkasy. Registering in Cherkasy is the only way to submit a claim to that court, with which Markushyn is said to have already established contacts.
Meanwhile, Markushyn himself is the subject of dozens of criminal cases by the National Police, the Bucha Prosecutor’s Office, and the State Bureau of Investigation. These cases involve kidnapping, embezzlement of public funds, salary schemes, manipulation of development fees, and diversion of money to affiliated companies.
Specifically, he is suspected of misappropriating humanitarian aid for the Armed Forces of Ukraine—five Infiniti vehicles—and orchestrating a scheme to transfer municipal land and property, including a boiler house in central Irpin, into private hands. Both cases are currently under investigation by law enforcement authorities.
