We continue to compare the salaries of officials in similar departments of various city councils in Kyiv Region. This time, during the comparison, we divided the declared annual salaries of the officials by 12 months to obtain an approximate monthly salary.
So, we offer you a comparison of the average monthly salaries of heads of economic departments and management in the city councils of Kyiv Region in 2023.
Leading the ranking, as is customary, is an official from Irpin. The head of the economics and strategic planning department of Irpin City Council, Yana Zhigan, earns approximately 81,695 UAH per month. However, this is the average salary calculated by journalists. The actual monthly salary can be viewed on the city council’s website. The earnings of each member of the executive committee in Irpin were published after the “salary scandal.” Therefore, Zhigan receives a very different amount each month. For example, in February 2023, she earned 142,000 UAH, while in May, it was 50,000 UAH.

Since we only know the monthly salary of the official from Irpin, we will take the average. All of Zhigan’s colleagues from other city councils in Kyiv Region earn on average twice as much.
Closest to Irpin’s chief economist is her colleague from Vyshhorod. The head of the economic, investment, trade, advertising, and entrepreneurship department there, Anzhelika Novoseletska, receives approximately 43,263 UAH per month.
In the neighboring Bucha, the head of the economic development and investment department, Tetiana Lipinska, has an even lower average salary of 34,145 UAH.
At the very bottom of the ranking is Bila Tserkva. Yuliia Orel, head of the economic development department of Bila Tserkva City Council, receives an average of only 26,297 UAH per month.
Earlier, journalists from ITV had already compared the salaries of Irpin’s chief accountant, Khrystyna Hlushanets, and head of the land department, Anastasia Cherkas, with the earnings of their colleagues in other city councils of Kyiv Oblast. These mentioned Irpin officials also earned at least twice as much as their colleagues in the region.
