Journalists from ITV continue to compare the salaries of various officials in the city councils of Kyiv Oblast. Among the figures involved in the “salary scandal” that recently erupted in the Irpin City Council is Executive Committee employee Anastasia Freyberg. In her latest declaration, she states that she is the chief specialist in the general department of the City Council. However, in the salary document released on the Irpin City Council website, she is referred to as the chief specialist of the information support department. We will compare her salary with other chief specialists of general departments, as this is the position Freyberg indicated in her 2023 declaration.
At the last session of the Irpin City Council, deputies reduced the salary fund of the executive committee by 11 million hryvnias. This is the first decision regarding the “sky-high” salaries of Irpin officials following the scandal.
Earlier, ITV journalists had already compared the salaries of Irpin’s chief accountant, Khrystyna Hlushanets, head of the land department, Anastasia Cherkas, and head of the economic department, Yana Zhigan, with the earnings of their colleagues in other city councils of Kyiv Region. These mentioned Irpin officials also earned at least twice as much as their colleagues in the region.
The General Department is responsible for the organizational and technical support of the council’s activities, its structural divisions, and the mayor.
The average salary for a chief specialist in such a department in Kyiv Oblast is 28,000 hryvnias. In contrast, the average monthly salary of the chief specialist of the General Department in Irpin is almost twice as much—55,000 hryvnias. This figure is obtained by dividing Freyberg’s declared annual salary of 666,452 hryvnias by 12 months.
However, documents published on the city council’s website show how Freyberg’s salary has changed. In November 2023, she was paid 86,480 hryvnias, and in February, she received 33,086 hryvnias.
What about her colleagues in other city councils of Kyiv Region? For example, the chief specialist of the general department of Vyshhorod City Council, Larysa Havrylko, receives an average of 33,354 hryvnias per month. One of the lowest salaries among her colleagues is at the Bilozerka City Council. The chief specialist of the general department there, Nataliia Mamai, earns three times less than her Irpin counterpart—approximately 17,428 hryvnias per month.
