Artem Huryn and His Family Received 300,000 UAH in Financial Assistance, – Commission Protocols

Irpin City Council Deputy Anton Holovenko has published the conclusions of the commission on providing financial assistance under the executive committee of the Irpin City Council regarding recipients of social payments from the municipal program “Care” for 2021-2023. Holovenko obtained the documents in response to his parliamentary inquiry. According to them, Irpin City Council Deputy Artem Huryn and his family received 300,000 UAH in financial assistance in 2022-2023.

“According to the protocols of the meetings of the Commission on Providing Financial Assistance under the executive committee of the Irpin City Council that were provided to me, Deputy Huryn Artem Viktorovych received 100,000 UAH in social payments (financial assistance) from May 2022 to January 2023, of which 85,000 UAH was received in 2022 and 15,000 UAH in 2023. However, Deputy Huryn indicated in his 2022 declaration that he received 75,000 UAH in social payments, which is 10,000 UAH less than stated in the protocols provided to me by the Financial Assistance Commission. If this is confirmed by the National Agency for Corruption Prevention, it could pose a risk of corruption charges against Deputy Huryn,” Holovenko explained.

Anton Holovenko also reported that Deputy Huryn’s father, Viktor Huryn, received 70,000 UAH from the Irpin city budget from May 2022 to January 2023. Huryn Olha (likely Artem Huryn’s mother) received 15,000 UAH from the city budget in June 2022. Huryn Tymofii (likely Artem Huryn’s brother) received social assistance from the city amounting to 115,000 UAH from May 2022 to January 2023. Thus, the protocols of the Financial Assistance Commission indicate that Deputy Artem Huryn and his family received a total of 300,000 UAH.

Holovenko also suggested that Artem Huryn might have received funds through other individuals. “Additionally, there are data confirmed by the protocols, but it cannot be definitively stated that these payments were also received by Artem Huryn. On June 21, 2022, Huryn Liubov (possibly a namesake) received 10,000 UAH. On the same day, 15,000 UAH was received by Andriiko Taras — a friend of Artem Huryn — as well as Tatianko Ruslan (according to media reports, there was a note ‘Huryn’ next to both recipients’ names),” added the Irpin City Council Deputy.

“Therefore, the question now is whether Huryn and his family received 300,000 UAH or 340,000 UAH through friends, relatives, and other individuals. As a deputy of the Irpin City Council, I have three logical and public questions for Irpin Mayor Oleksandr Markushyn, without whose personal instructions no payments are made: Why does Deputy Artem Huryn, along with his family members, receive hundreds of thousands of UAH in social payments from the budget of the affected Irpin community? What was your reasoning for allocating social assistance to Deputy Artem Huryn, who declared 2,242,873 UAH in income from entrepreneurial activities in 2022? Why does Artem Huryn need financial assistance more than the men from the Irpin community currently fighting at the front, as well as low-income Irpin residents and cancer patients?” summarized Anton Holovenko.

It is worth noting that recently, the Telegram channel “MistoInform” published information stating that Irpin City Council Deputy Artem Huryn, his family, and close associates received 590,000 UAH from the city program “Care” in 2022 as vulnerable individuals. This occurred from May 2022 to January 2023, during which Irpin was recovering from the destruction caused by Russian aggression.

Due to the position of I.M.R. Deputy Yevheniya Antoniuk regarding the legitimacy of payments to Artem Huryn and his close relatives under the local program “Care,” expressed on the social network Facebook, Huryn threatened physical harm to her husband, the deputy herself, and her family.
