Court of Appeals Places Markushyn Under 24/7 House Arrest

The Kyiv Court of Appeals has ruled to impose round-the-clock house arrest on Oleksandr Markushyn, who was previously removed from his position as mayor of Irpin by a court decision.

On January 24, the court initially ordered Markushyn to be held in custody, and on January 27, he was officially suspended from office. Markushyn is a suspect in 18 criminal cases, including unlawful imprisonment and torture, fraud, document forgery, and embezzlement of the local budget of war-damaged Irpin.

The State Bureau of Investigations (SBI) suspects Markushyn of organizing the illegal transportation of persons across the state border of Ukraine under Part 2 of Article 332 of the Criminal Code of Ukraine (CCU). While serving as mayor, he forged documents from the “Ridne Selo” charitable foundation to facilitate the departure of his godfather, Serhii Rosstalnyi, the main contractor for Irpin’s reconstruction. Companies associated with Rosstalnyi received 500 million UAH for rebuilding damaged housing.

  • Case No. 12024111040000647 – Failure to enforce developer contribution fees.
  • Case No. 12024111040000647 – Part 1 of Article 364 CCU (Abuse of power or official position).

This ruling follows the ongoing investigations into Markushyn’s criminal activities, which include witness intimidation, document destruction, and large-scale corruption schemes.
