DTEK Uncovered Electricity Theft Used to Power a Stolen Boiler Facility in Irpin

On October 13, 2025, DTEK Kyiv Electric Networks discovered that Liudmyla Haina had been systematically stealing electricity for commercial use by tenants associated with Oleksandr Markushyn at 13A Poezii Street (formerly Hryboiedova Street, 13A).

According to DTEK, Liudmyla Haina violated clauses 1.2.1, 2.1.3, 2.3.1, 2.3.2, 2.3.3, and 5.5.5 of the Electricity Distribution Rules (ПДРЕЕ), corresponding to clause 8.4.2 of the Retail Electricity Market Rules (ПРРЕЕ) — unauthorized connection of electrical installations or wiring to the distribution system operator’s network without a supply contract and in violation of the metering scheme.
The illegal connection was made using a SIP 4×2.5 mm² cable from RP1 to a 400A switch feeding an office building, as found during a controlled inspection.

The materials related to the electricity theft will be submitted to law enforcement authorities. Neither Markushyn nor Haina have commented on the theft of the boiler facility or the illegal electricity connection.

Earlier, the former mayor of Irpin, Oleksandr Markushyn, was officially charged over the theft of a municipal boiler facility from the balance sheet of the “Teploenergopostach” utility company, which later ended up in the ownership of his assistant, and subsequently his godmother, Liudmyla Haina. As the first deputy mayor of Irpin, Markushyn oversaw the operation of public utilities and could not have been unaware of the removal of an active boiler plant from the utility’s balance sheet. Within a month, his assistant received land designated for a garage, which soon after was transferred to Haina’s ownership.

According to media reports, Markushyn has unsuccessfully tried to distance himself from the boiler theft, yet journalists have presented evidence of his close family and business ties to the Haina family. Liudmyla’s husband, Serhii Haina, received municipal contracts, while Pavlo Haina, another relative, is the director of MAG-13, the company behind more than 70 illegal billboards promoting Markushyn, which spoil the aesthetic appearance of Irpin.
