Today, April 8, former acting mayor of Irpin Andriy Litvynov submitted a request to be relieved of his duties as an advisor to the Irpin City Mayor, a position he held since 2020.
This information was reported by the information portal “Moya Kyivshchyna,” citing a post from Irpin City Mayor’s advisor Andriy Litvynov.
“I request to be relieved of my duties as advisorof the Irpin City Mayor effective April 8, 2024,” wrote Andriy Litvynov. He cited the salary scandal—a series of publications regarding inflated salaries of several employees in the Irpin City Council executive committee—as the reason for his resignation.
In April 2024, when the declarations of the executive committee employees of the Irpin City Council were opened, the entire country was shaken by revelations of unjustifiably inflated salaries among the city council’s executive committee staff. The “Irpin Salary Gate” became the largest salary scandal in Ukraine’s history, as these officials’ salaries were found to be higher than those of the President of Ukraine and the Prime Minister of Ukraine. “I believe that there are signs of corruption and fraud in the actions concerning the payment of such salaries. This is unacceptable in a time of war and during the reconstruction of the affected Irpin community,” added Litvynov.
Andriy Litvynov joined Irpin’s management team in December 2016. From 2016 to 2019, he served as the head of the Department of Infrastructure Development, Investments, and Housing and Communal Services of the Irpin City Council executive committee. In 2019-2020, Litvynov was the acting mayor of Irpin. Additionally, Andriy Litvynov is a member of the Irpin City Council and serves as the deputy head of the commission on housing and communal services, industry, transport, energy, communications, and household services for the Irpin City Council.
It is worth noting that on April 4, Irpin City Mayor Oleksandr Markushyn issued a statement hinting that he plans to dismiss everyone who reported facts of wage fraud and document forgery in the Irpin City Council executive committee.
