How Municipal Property Became the Possession of Irpin Mayor Markushyn’s Godmother

Almost in the very center of Irpin, behind the building of the Lyceum of Innovative Technologies, there is a modern two-story building. It currently houses the office of a private technical inventory bureau. Six years ago, it was the city boiler house. Back then, it was community property — now it belongs to Oleksandr Markushyn’s godmother, Liudmyla Haina.

The property was transferred into private hands when Oleksandr Markushyn held the position of First Deputy Mayor and was effectively overseeing municipal enterprises. At that time, the head of the municipal enterprise “Teploenergopostach” was Artur Zahodirenko — a close associate of Markushyn who would later become the head of “Irpinvodokanal.” It was Zahodirenko who prepared the documents stating that the boiler house in question had outlived its usefulness and was no longer needed by the community.

In March 2019, Zahodirenko submitted a request to the Irpin City Council to write off the boiler house located at 13 Hryboiedova Street. Attached to the letter was a report stating: “The fixed assets are morally obsolete, physically worn out, and have exhausted their operational life.”

Just a month later, the city council gave its approval: the facility could be written off, dismantled, the materials inventoried and sold. However, documents confirming that the proper procedure was followed — including the dismantling and sale of the property and the receipt of funds into the city budget — cannot be found in the city council today. In fact, the boiler house was never dismantled. More than that — it began serving not the community, but Markushyn himself.

Ruslana Lavreniuk, Markushyn’s former assistant and right hand, recounts:
“He told me to give him my documents — my passport and tax ID code. I asked, ‘Why?’ Markushyn replied: ‘Just do it.’ At the time, I fully trusted the boss and did everything he asked: I brought my documents and later signed the papers they gave me. That’s how I officially became the owner of the boiler house building — without even knowing it. Later, Markushyn asked me to find tenants for the premises. I found some — a hairdresser and a nail technician started working there. Every month I collected rent from them and handed the money over to Markushyn. This went on for about a year.”

In 2020, Markushyn decided to change the official owner of the building. An extract from the State Register of Property Rights confirms that half of the former boiler house was transferred to his godmother — Liudmyla Haïna. The state registration was carried out by Markushyn’s wife, private notary Nataliia Badrudinova.

Office rental rates in this area of Irpin are around 400 UAH per square meter. The building’s area is 185.2 m², generating an estimated monthly income of approximately 74,000 UAH. This money could have been directed to the city budget and used to support the military or other pressing community needs, of which there are many today.
But Markushyn decided the community didn’t need it.
