The joint-stock company “Kyivvodokanal” has filed a lawsuit against the municipal enterprise “Irpinvodokanal” to recover a debt of 20,571,865 UAH under a contract for centralized water supply and drainage services. This information was revealed in a ruling by the Economic Court of Kyiv Region regarding the opening of proceedings in this case.


“An application (No. 2877 dated June 3, 2024) was submitted to the Economic Court of Kyiv Region via the ‘Electronic Court’ system from the Private Joint-Stock Company ‘Joint-Stock Company Kyivvodokanal’ against the Municipal Enterprise ‘Irpinvodokanal’ for the recovery of 20,571,865.82 UAH in debt under the contract for the provision of centralized water supply and drainage services (No. 05197/1-05 dated April 28, 2022), including 14,259,587.12 UAH in principal debt, 1,342,769.69 UAH in inflation losses, 550,634.64 UAH in 3% annual interest, 2,992,915.66 UAH in penalties, and 1,425,958.71 UAH in fines for the period from February 2022 to March 2024. After reviewing the materials of the claim from the Private Joint-Stock Company ‘Joint-Stock Company Kyivvodokanal,’ the court concluded that the application should be accepted for consideration,” states the ruling of the Economic Court.
The Irpin City Council is requesting that “Kyivvodokanal” restructure the debt and withdraw its claim. They promise to pay off the debt between July and December this year.
“In order to prevent financial instability in the operation of the enterprise, we ask that you consider the letter from the Municipal Enterprise ‘Irpinvodokanal’ dated July 2, 2024, No. 1325, and allow the enterprise to enter into a debt restructuring agreement for the consumed services under contract No. 05197/1-05 dated April 28, 2022, on the condition of repaying the debt in equal installments from July to December 2024, as well as to withdraw the lawsuit in case No. 911/1419/24 and not impose penalties,” states the letter from the Irpin City Council.

It is worth noting that on June 26, 2024, at an open meeting, the National Commission for State Regulation of Energy and Public Utilities revoked all licenses from the Irpinvodokanal in the Bucha community, making “Buchaservice” the sole provider of water services in the territory of Bucha and Vorzel. All previous contracts with “Irpinvodokanal” have become invalid. In this regard, the deputies of the Irpin City Council are demanding the dismissal of the director of “Irpinvodokanal,” Artur Zahodirenko.
