The Mayor of Irpin, Oleksandr Markushyn, tried to remove a land plot from municipal ownership on the eve of the full-scale invasion. The plot is located right at the entrance to the building of “NVP TEMP 3000” LLC, one of the largest body armor manufacturers in Ukraine. This became known from a decision of the Irpin City Council session, signed by Mayor Markushyn himself.
According to Decision No. 2006-17-VIII dated December 23, 2021, adopted at the seventeenth session of the Irpin City Council and signed by Oleksandr Markushyn, Lesia Mykhailivna Levchenko was granted permission to develop a land management project for the allocation of land plot 3210900000:01:026:0145, with an area of 0.06 hectares, at the expense of city reserve lands.
During the February 2024 session, Markushyn planned to approve the land management documentation for this plot. However, this was prevented by the outbreak of the full-scale invasion. The plot ultimately did not pass into Levchenko’s ownership due to the ban on the free transfer of state and municipal land into private ownership during martial law in Ukraine.
The land plot is located in Irpin and was meant to serve the needs of the local community. It also forms part of the adjacent territory of “Scientific and Production Enterprise TEMP 3000” LLC, one of the largest producers of military equipment for the Ukrainian Armed Forces.
Lesia Mykhailivna Levchenko is a front person through whom Irpin Mayor Oleksandr Markushyn not only embezzles land in Irpin but also registers his business assets.
According to the 2023 declaration, Oleksandr Markushyn is the ultimate beneficiary of MAG-13 LLC (EDRPOU code 37911014). According to YouControl, the contact phone number of MAG-13 LLC — +380674137126 — belongs to Lesia Mykhailivna Levchenko. This company owns more than 50 billboards in Irpin.
Lesia Mykhailivna Levchenko is also listed as the nominal founder of another company associated with Oleksandr Markushyn — VERTYKAL-I LLC (EDRPOU code 44234933). The company was registered on June 16, 2021, and, interestingly, its main business activity is listed as 42.21 — “Construction of pipelines.”
In 2021, VERTYKAL-I LLC received ₴300,551 from the Irpinvodokanal Municipal Enterprise of the Irpin City Council through seven transactions with the same payment purpose:
“Teleinspection of the inner surface of gravity sewer pipelines with a diameter of 150 mm in the city of Irpin, Kyiv region.”
That same year, VERTYKAL-I LLC also received ₴49,750 from the Teploenergopostach Municipal Utility Companyof the Irpin City Council.
Aside from draining funds from the Irpin city budget, the company had no other sources of income. Despite providing services worth nearly half a million hryvnias to Irpin’s municipal enterprises, VERTYKAL-I LLC employed only one person.
The historical beneficiary (25%) and former director of VERTYKAL-I LLC was Yanina Vyacheslavivna Dvoretska, the wife of Vitalii Bronislavovych Dvoretskyi, who previously served as Markushyn’s personal driver. After Markushyn dismissed his driver, Dvoretskyi’s wife was replaced in the company’s ownership documents by Lesia Mykhailivna Levchenko.
