Former Irpin mayor Markushyn was suspected of stealing the city’s boiler room from the balance sheet of the Teploenergopostach checkpoint, which was owned by his assistant, and later his godfather Lyudmila Haina. At the same time, Markushyn pretends that he did not know anything about it. However, this does not correspond to reality.
As the first deputy of the Irpin mayor, Oleksandr Markushyn coordinated the work of municipal enterprises and could not help but know that the current boiler house was written off from the balance sheet of the Teploenergopostach checkpoint, and a month later Markushyn assistant receives the land for the garage, and then this land also “accidentally” very quickly becomes the property of Markushyn’s counima Lyudmila Haina.
After all, in addition to nepotism and close personal communication, Markushyn is very closely connected with business ties with Lyudmyla Haina’s family.
Serhii Ivanovych Hayina, the husband of Lyudmyla Gayina, provides Oleksandr Markushyn with a 2020 VOLKSWAGEN PASSAT car for free use. At the same time, Serhii Ivanovych Haina was a sole proprietor with a type of activity 31.01 “Production of furniture for offices and trade enterprises” and received hundreds of thousands of hryvnias from the local budget of Irpin.
Serhii Ivanovych closed his sole proprietorship on 09.05.2024, probably realizing that after Markushyn’s suspension, he would not be able to receive “furniture” contracts from the Irpin Executive Committee and municipal enterprises.
Hayna Lyudmyla Anatoliivna is the founder of DIVANCHYK LLC, which also very “accidentally” received 126 budget payments “for furniture” in the total amount of UAH 5,853,230 during Markushyn’s stay. At the same time, the main payer is the executive committee of the Irpin City Council, in which Oleksandr Markushin made the decision at that time.
Oleksandr Markushyn is the actual owner of more than 50 advertising two-way structures in Irpin, Gostomel, as well as on the side of the Romanov highway between Irpin and Kyiv. These are illegal, clumsy and rusty billboards that destroy the aesthetic appeal of the Irpin community.
Markushyn is the ultimate beneficiary of MAG-13 LLC, whose director is Pavlo Serhiyovych Haina, son of Serhii Ivanovych Gaina and Lyudmila Anatoliivna Hayina.
The common-law wife of Pavlo Serhiyovych Hayin is Maria Oleksandrivna Dovgoshienko. It was she who worked in Markushyn’s reception room in the executive committee of the Irpin City Council for several years in a row.
