Permission for the construction of a water park in Irpin was granted during Markushyn’s term as mayor

A vivid example of Markushyn’s lies and those of his cronies is the question: “Who granted permission to build a water park on the floodplain near the Irpin embankment?” We’re here to answer and explain.

On May 17, 2024, Markushyn appointed Ivan Kipish as the head of the Urban Planning and Architecture Department of the Irpin City Council — a loyal and obedient figure, placed to issue construction permits to developers.

On November 20, 2024, under Markushyn’s direct order, architect Ivan Kipish signed the Urban Planning Conditions and Restrictions for the design of a construction project (EDESSB number MU01:6632-1818-7737-6625) — for an entertainment complex with water attractions located at: Kyiv Region, Bucha District, Irpin, on the plot with cadastral number 3210900000:02:015:6225, area 1.6385 ha.

The designated land use complies with Irpin’s General Plan, which Markushyn personally voted for and lobbied to have adopted at the city council session.

Could architect Ivan Kipish have issued this permit without Markushyn’s directive? Of course not. On May 17, 2024, Markushyn held full executive power, had direct control over the architect, and was completely independent of his former party allies.

Like the coward he is, he now uses puppet pseudo-media to try and shift the blame for issuing this document — to his predecessors, his successors… it’s impossible to make sense of what he’s even trying to claim.
