Prosecutor’s Office Opens Criminal Case Over Illegal Transfer of Municipal Property to Markushyn’s Godmother

The Bucha District Prosecutor’s Office has launched criminal proceedings No. 42025112320000070 over the transfer of a municipal boiler house into the private ownership of former Irpin mayor Oleksandr Markushyn’s godmother, Liudmyla Haina. The case involves charges of abuse of power or official position (Article 364 of the Criminal Code of Ukraine), sources in law enforcement told ITV journalists.

According to earlier reports, the property was privatized while Markushyn held the position of first deputy mayor of Irpin. At that time, the director of the municipal utility “Teploenerhopostach” was Artur Zahodirenko, a close associate of Markushyn. He prepared documents stating that the boiler house in question was obsolete and no longer needed by the community.

In March 2019, Zahodirenko submitted a request to the Irpin City Council to decommission the boiler house on 13 Hryboiedova Street. The request included an act claiming: “the main assets are morally outdated, physically worn out, and have exhausted their production resource.”

Just a month later, the city council granted approval: the facility could be written off, dismantled, its materials inventoried, and sold. However, today the council cannot locate any documentation confirming that this process was properly carried out. Moreover, the boiler house was never dismantled — instead, it ended up serving Markushyn’s interests. In 2020, half of the facility was officially registered under his godmother, Liudmyla Haina.

The pre-trial investigation is ongoing. Under Ukrainian law, this offense carries penalties ranging from probation supervision of up to three years to restriction of liberty or imprisonment for the same term. Additional sanctions may include disqualification from holding certain positions or engaging in certain activities for up to three years, along with a fine of up to 750 tax-free minimums of citizens’ income.

This case is not the first instance of Markushyn transferring land or property to relatives and associates. Recently, the Irpin City Council uncovered urban planning documentation illegally prepared by Ivan Kipish for individuals close to Markushyn — developer Oleksandr Pikul yk and godmother Liudmyla Haina. The documents bore signs of fraudulent activity and abuse of office.

In 2021, Markushyn also attempted to transfer a land plot in the city center to his relative, Nataliia Otroshenko, under the pretext of individual gardening.
