In 2024, the budget for the municipal enterprise “Municipal Guard” has allocated a record 20 million UAH for salaries. Before the full-scale invasion in 2021, this fund was half as much—9 million. In 2022, it was reduced to 8 million.
The sharp increase in the Municipal Guard’s salary fund began in 2023. It was immediately doubled to 16 million, and in 2024, an additional 4 million was added.
Why is this happening? Why has the salary fund of a non-profit municipal enterprise, which is entirely funded by the community—receiving not only salaries but also technical support—grown so significantly in just two years?
Let’s try to understand. In the staff list of the Municipal Guard for 2023, there are 95 positions. In contrast, in 2021, there were half as many—46. Thus, during the time of full-scale war, the staffing of the enterprise has doubled.
Who are these people? What positions do they hold? And what do they do for the community? To find out, we sent a series of requests to the Municipal Guard.
In particular, we requested a complete list of employees. They did not provide it, explaining that such a document was not developed and that the enterprise does not have a full list of employees with names.
They also concealed employee names in responses to requests about orders for hiring, salaries, and bonuses. In the orders for bonuses, the “Last Name, First Name, Patronymic” column curiously only states the position. It is unclear how, based on such a document, the accountant calculated bonuses for individuals.
In the salary reports, the names are simply erased. Moreover, the numbering is strange, with the same data scattered across different columns.
However, the most questions arise regarding the salary reports of the property control service. The scanned copies from this department are practically unreadable due to very poor quality. Furthermore, not only are the names absent, but also the positions of the employees.
Why is the Municipal Guard so persistently hiding the names of its employees? Why is information that is supposed to be public, according to the law, being concealed from the community? In light of the salary scandal in the Irpin City Council, this situation raises many suspicions and questions.
So, who will actually receive this record 20 million UAH from the community budget this year?
