The residents of the Irpin community call Mayor Oleksandr Markushyn the “King of Billboards.” As of today, Oleksandr Markushyn is the de facto owner of over 50 double-sided advertising structures in Irpin, Hostomel, and along the Romanivka highway between Irpin and Kyiv.

Irpin leads in the number of clumsy, rusting billboards along nearly every road. The person most responsible for destroying the city’s aesthetic appeal is its mayor, Oleksandr Markushyn—who monopolizes outdoor advertising in the Irpin community.

According to his 2023 declaration, Markushyn is the ultimate beneficiary of MAG-13 LLC (EDRPOU 37911014), registered in Irpin with an authorized capital of 751,100 UAH. Markushyn holds a 90% stake in the company, with the remaining 10% owned by Tetiana Liahera, who also possesses an apartment, a house, land, and a garage in Irpin.

Markushyn’s Illegal Billboards

Some of these billboards are unlawfully installed. In 2019, MAG-13 LLC received permission from the Irpin City Council’s executive committee for the placement of outdoor advertising structures in the city. This included:

  • A billboard measuring 3.0 x 6.0 meters along the R-30 highway, 1.45 km from Kyiv (two units on both sides of the road).
  • Another 3.0 x 6.0 meter billboard along the R-30 highway, 1.7 km from Kyiv (two units on both sides).
  • A 3.0 x 12.0 meter billboard on Soborna Street near the water utility roundabout in Irpin.

The permit for these billboards was valid for five years, expiring on March 26, 2024. As of September 2024, these billboards are illegally installed. Thus, Markushyn’s business ventures include illegal billboards registered under MAG-13 LLC.

How Much Do the Billboards Cost the Public?

Markushyn owns more than 50 billboards, offering about 115 advertising sides. Renting one side in the Irpin region costs around 3,000 UAH per month. This translates to over 340,000 UAH in monthly income from his billboards—more than 4 million UAH annually, all undeclared.

We hope that the National Agency for Corruption Prevention will soon investigate Markushyn’s advertising business thoroughly, and that the tax authorities will examine MAG-13 LLC for potential tax evasion, as it allegedly receives cash payments for billboard rentals.

Conclusion

Oleksandr Markushyn has been the mayor of Irpin since October 2020 and served as the first deputy mayor starting in 2019.

During this time, he has profited significantly from rusting and illegal billboards. However, he has not found the time to remove his unlawfully installed structures.
