The owner of a group of construction companies that received more than UAH 700 million for the post-war reconstruction of the damaged Irpin, Serhii Rosstalnyi, left for the USA permanently in the summer of 2024. The companies in Serhii Rosstalnyi’s orbit – Construction Company Big Bud Invest LLC, Radogost Plus LLC, BC SMARTHOUSE LLC and BP Miskzabudoya LLC have received the largest contracts for several years in a row from Rosstalnyi’s godfather – Mayor of Irpin Oleksandr Markushyn. It was Mayor Markushyn who repeatedly submitted documents for Rosstalnyi to leave Ukraine and himself repeatedly left with Rostalnyi as volunteers under the “Shlyah” system.
According to local activists, Serhii Valeriyovych Rosstalnyi withdrew funds for reconstruction and left Ukraine. Given that the mayor of Irpsn, Oleksandr Markushyn, is involved in criminal proceedings, Markushyn’s best man, Serhii Rosstalnyi, could go to the USA to legalize funds obtained illegally through corruption schemes, embezzlement of budget funds and millions of dollars of international financial aid received by Irpin from the USA, EU countries, UNICEF , UNDP, International Committee of the Red Cross, etc. So let’s briefly describe the scheme for each of the firms through which Markushyn and Rosstalnyi withdrew more than UAH 700,000,000 (almost $20 million).
“Big Bud Invest Construction Company” LLC
LLC “Building Company Big Bud Invest” (EDRPOU code 43468483), which is in the orbit of Markushyn’s godfather – Rosstalnyi Serhii Valeriyovych, became the main contractor for the reconstruction of the damaged infrastructure of Irpin and after the deoccupation of Kyiv region received more than half a billion hryvnias from local budgets, and also in a strange way received exclusive contracts from the Government of Lithuania. The director of BC Big Bud Invest was Yehor Yarmolych, another godfather of the mayor of Irpin. And after his mysterious death, his wife, Angelina Vovk-Yarmolych, became the head of the enterprise.
In 2022-2024, BC Big Bud Invest received 497 million UAH for the reconstruction of Irpsn, in particular, more than 43 million UAH from the Department of Education and Science of Irpin City Council and 255 million UAH from the local budget, 180 million UAH from the Government of Lithuania and 19 million UAH from the city of Cascais (Portugal).
“BK Big Bud Invest” with the funds of the Government of Lithuania (159 million UAH) repaired the kindergarten “Radist” (new name “Ruta”) and for more than 21 million UAH repaired the anti-radiation shelter of the kindergarten “Ivasyk-Telesyk” in the village of Kozitsy, Irpin community.
The founder of Big Bud Invest Construction Company is currently nominally Olha Pinchuk, but its actual owner is Serhii Rosstalnyi.
It was he who was recommended by the mayor of Irpin to the Government of Lithuania for the reconstruction of the “Ruta” kindergarten in Irpin. Although Rosstalnyi is not formally the head or owner of BC Big Bud Invest, he was represented by the mayor of Irpin in negotiations with the Government of Lithuania, as the main contractor and was one of the main person at the opening of the kindergarten “Ruta”, he even took a photo with the President of Lithuania at this event.
Such active activities to restore the Irpin community did not go unnoticed by law enforcement officers. A number of enterprises of Serhii Rosstalnyi and Yehor Yarmolich were searched and excavated. Shortly after these events, Yehor Yarmolych was beaten by a passer-by in Irpin. Yarmolych died of his injuries in the hospital a few days later.
Despite contracts worth hundreds of millions of hryvnias, in 2024 only 6 employees worked at BC Big Bud Invest LLC.
Serhii Valeriyovych Rosstalnyi
According to the “YouControl” system, Rosstalnyi Serhii Valeriyovych is also a natural person-entrepreneur and has repeatedly received payments for his PPE from Big Bud Invest LLC. Thus, budget funds could be withdrawn from the company “BC Big Bud Invest”.
In addition, in 2022, the PPE Rosstalnyi Serhiy Valeriyovych received UAH 11.8 million for the post-war reconstruction of educational institutions and houses of the Irpin community. In particular, to repair the roofs of School No. 1 on the street. M. Dontsova, 17 (6.8 million UAH) and School No. 17 on the street. Tyschenka, 10 (4.5 million UAH); repairs of private houses on the street Sadova, 41 (420,000 UAH) and Novooskolska, 57 (850,000 UAH); repair and replacement of windows of NGO “Osvita” on st. Privokzalna, 5 (522 thousand UAH).
Also, those close to the mayor and the Rosstal company, without tender procedures, additionally received over UAH 16 million from UNICEF (UNICEF Ukraine) for the restoration of the 1st and 17th schools and kindergarten No. 7 “Bzhilka”.
“RADOGOST PLUS” LLC
“Radogost Plus” LLC (EDRPOU code 40168588) is also included in the orbit of Markushyn’s godfather – Rosstalnyi Serhiy Valeriyovych, and also “coincidentally” was one of the main contractors of the executive committee of the Irpin City Council during Markushyn’s leadership.
The main payer of “Radogost Plus” LLC was the Department of Education and Science of the Executive Committee of the Irpin City Council, which through 98 transactions paid “Radogost Plus” LLC 134,197,554 UAH.
It was through this enterprise that funds were allegedly withdrawn for the repair of schools and the addition of buildings to them.
It is interesting that “Radogost Plus” LLC withdrew budget funds for Markushyn’s entourage only in the period 2019-2021.
Funds were transferred between Serhii Rosstalny’s companies to withdraw them “in cash”. So, on June 20, 2019, LLC “Radogost Plus” paid UAH 1,220,975.16 for fictitious “materials” to another company in the orbit of Markushyn-Rosstalnyi LLC “BK SMARTHOUSE” (transaction number 139487765).
LLC “BK SMARTHOUSE” AND THE MARKUSHYN SCHEME WITH “PAYOVA”
“BK SMARTHOUSE” LLC (EDRPOU code 41175891) is another company of Markushyn’s business partner – Serhii Rosstalnyi, who was personally the director of this company in the period from 05/17/2017 to 03/04/2020.
It was during this period that Oleksandr Markushyn, as the first deputy mayor of Irpin, established a scheme of levies from developers. In order to obtain the technical conditions for water from UC “Irpinvodokanal” from the developers, each developer had to either give Oleksandr Markushyn an apartment or a plot of land (Markushyn arranged apartments with his own pounds, like Levchenko Lesya Mykhailivna or Sachok Rostyslav Tarasovych). Or the developers had to pay for fictitious “services” or “materials” to Serhii Rosstalnyi LLC “BK SMARTHOUSE”.
In order to avoid criminal liability, on March 5, 2020, Markushyn-Rosstalnyi’s organized crime group re-registered LLC “BK SMARTHOUSE” to Kyryl Yuriyovych Velezhynskyi. Yes, Kyryl Velezhynskyi is a fictitious person, he is involved in dozens of criminal proceedings for tax evasion, according to the state register of legal entities, K. Yu. Velezhynskyy is the owner of 98 enterprises, a director in 25 enterprises. A lost passport is probably used in this scheme.
Also, the legal address changes from 08205, Kyiv region, Irpin city, Yaroslavska street, building 14, apartment 48 to 85600, Donetsk region, Mar’ynskyi district, Maryinka city, Shevchenko street, building 26.
Registered in the occupied territory, “BK SMARTHOUSE” LLC received UAH 34,612,156 from the Irpin city council, executive committee and structural units. For the most part, the funds of the Irpin budget were transferred to LLC “BK SMARTHOUSE” by the Department of Education and Science. Over UAH 2 million from these funds was also paid by UC “Irpinvodokanal”.
LLC BP MISKZABUDOVA
LLC “Building enterprise “Miskzabudo” (EDRPOU code 42459022) is another of the spacers from Serhii Rosstalnyi’s group of companies, through which Rosstalnyi and Markushyn withdrew funds from the local budget on the eve of a full-scale invasion.
UAH 33,393,462 was withdrawn from the budget of Irpin in the period 2019-2020 through BP “Miskzabudo” LLC.
The executive committee of the Irpin City Council was directly the main payer of BP Miskzabudoya LLC. At that time, contracts with this enterprise were signed by Oleksandr Hryhorovych Markushyn, who at that time was the first deputy mayor of Irpin.
The Department of Education and Science of Irpin City Council, KP Irpinvodokanal, as well as, interestingly, another company of Rosstalnyi – LLC “Radogost Plus” were also among the payers of BP “Miskzabudo” LLC.
“Miskzabudova” LLC is registered at the address: Donetsk region, Dobropilskyi district, Volodymyrivka village, st. Myru, building 9.
It is extremely interesting that all the companies in the orbit of Serhiyi Rosstalnyi were ordinary spacers through which the mayor of Irpin, Oleksandr Markushin, simply withdrew funds from the budget of Irpin. After all, the real construction work was performed by a completely different company – First Construction Guild LLC (EDRPOU code 39908553), which has been working on the construction market for almost 10 years, unlike Markushyn-Rosstalnyi’s one-year-old companies.
Immediately after receiving the funds from the budget of Irpin, they were transferred to First Construction Guild LLC from all companies, in particular, from Big Bud Invest LLC, Radogost Plus LLC, and BC SMARTHOUSE LLC.
In the summer of 2024, the publication “Nezlamni.City” published the article “525 million from the budget for the mayor’s friends and how to receive 170,000 hryvnias with a salary of 6,000: life hacks from ICC”, and the publication “Resonance” published the article “Entourage of Mayor of Irpin Markushyn received 525 million from the budget for post-war reconstruction.”
Some of these companies of Markushyn and Rosstalnyi are registered in the occupied territory of Ukraine, in the Donetsk region. This is not surprising, because according to YouControl data, Rosstalnyi Serhiyi Valeriyovych was an assistant to the People’s Deputy from the Party of Regions Nestor Shufrych. On September 3, ex-regional Nestor Shufrych received a new suspicion in the pre-trial detention center: he is accused of financing the Russian Guard in the Crimea. The investigation claims that Shufrych paid money to Russians for paramilitary protection of his elite real estate on peninsula. In 3 months of 2016, his company paid over 500,000 Russian rubles to the occupiers.
This is not the first Russian trace of the mayor of Irpin Oleksandr Markushyn. On the eve of Russia’s full-scale invasion of Ukraine, on December 31, 2021, the mayor of Irpin, Oleksandr Markushyn, purchased a plot of land in Irpin for the use of frontmen from the separatist Yevhen Kharmyshev, who left Irpin for Mariupol, where he became the secretary of the collaborative city council. The buyer of the plot was two people – Nataliya Valeriivna Otroshenko, a relative of the mayor of Irpin, Oleksandr Markushyn, and Sachok Rostyslav Tarasovych. Nataliya Valeriivna Otroshenko previously changed the purpose of another plot in Irpin. During this vote, the mayor of Irpin, Oleksandr Markushyn, abstained due to a conflict of interests. The seller of the plot was the wife of the separatist Yevgena Kharmyshev – Nataliya Volodymyrivna Kurbat. According to the notarial agreement, Evgeny Kharmyshev gave permission for the notarial act to his wife. As reported by the SBU press service in Donetsk and Luhansk regions, Evgeny Kharmyshev, a member of the Mariupol City Council, supported the actions of the Russian-fascist forces and helped establish the occupation order. For this, the invaders appointed him as the first deputy of the so-called “Mayor of Mariupol”. The traitor Yevgeny Kharmyshev faces up to 15 years in prison or life imprisonment with confiscation of property. Taking into account that Kharmyshev clearly understood that cooperation with the enemy would lead to the confiscation of his property, he started selling his property on the eve of the Russian invasion, the buyer of part of which was the people of the mayor of Irpin Oleksandr Markushyn – Natalia Otroshenko and Rostyslav Sachok.
Oleksandr Markushyn’s roommate Taisia Yusupova also has a pro-Russian streak. In particular, the publication of the “New Format” publication states that Yusupova Taisiya Valeriivna is a black PR woman, previously worked as the editor-in-chief of the TV program “Eagle and Tails”. “Taisia Yusupova is originally from Zaporizhzhia, moved to the city of Irpin in 2023. According to the publicly available data of the YouControl system, Yusupova Taisiya Valeriivna was registered on 07/08/2022 as a sole proprietorship with two types of activity (73.11 Advertising agencies and 63.99, Provision of other information services). According to the open data of the OpenData system, Taisiya Yusupova is divorced from her previous husband Igor Olegovych Kobtsev, who is the founder of the REVIVAL OF DONBAS Credit Union, which operates in the city of Alchevsk, Luhansk Region, which has been occupied since 2014. Currently, the security authorities of Ukraine should investigate the founders of the Donbas Revival Credit Union for involvement in the creation of separatist governing bodies of the LPR terrorist organization in the city of Alchevsk, Luhansk region. After all, when the company is still registered in the occupied territory of Ukraine, to whom does it pay taxes and is it not financing Russian terror in Ukraine in this way?”, the publication notes.
