On the basis of Mayor’s Order No. 169 dated June 23, 2025, a commission was established within the Irpin City Council to conduct an internal investigation and suspend the secretary of the council, Anzhela Makeieva, from exercising her official powers.
At its meeting, the members of the commission concluded that the initiation of the internal investigation was an attempt at political pressure and constituted an act of influence on a witness in criminal proceedings. They are appealing to the Prosecutor General of Ukraine and the Head of the State Bureau of Investigation to prevent further abuses of power by Oleksandr Markushyn. This was reported on the official website of the Irpin City Council.
The commission’s position is based on the fact that, as of January 27, 2025, by decision of the Pechersk District Court of Kyiv, Oleksandr Markushyn was suspended from the office of Mayor of Irpin. According to the Law of Ukraine on Local Self-Government, it is the secretary of the city council who shall exercise the powers of the mayor from the moment of early termination of the mayor’s powers — which is exactly what Anzhela Makeieva has been doing as the secretary of the Irpin City Council.

The commission reports that the mayor’s order to conduct an internal investigation and suspend the secretary of the council exceeds the authority granted to the mayor by law. The secretary of the council is an elected position chosen from among the council members, and the law does not provide the mayor with the right to unilaterally suspend the secretary.
“After reviewing these facts, the commission has determined that such an order by the Mayor of Irpin is an attempt at political pressure on opponents, since Anzhela Makeieva was elected from the presidential party Servant of the People and has repeatedly spoken out in criticism of possible corrupt practices by Oleksandr Markushyn. Furthermore, these actions bear signs of influencing Anzhela Makeieva as a witness by Oleksandr Markushyn, who is a subject in criminal proceedings,” the city council noted.
