Manipulations and Scandals in Irpin City Council Again. At the beginning of the year, the city was managed for a week and important documents were signed by a person who had no legal authority to do so. This rendered the council’s activities effectively illegal, and all signed documents subject to legal challenge.
This concerns Hennadiy Yavorskyi. Mayor Oleksandr Markushyn appointed him as acting mayor of Irpin during his absence, even though he had no right to do so.
Hennadiy Yavorskyi first became known in Irpin City Council in June 2024 when the mayor appointed him as his advisor and allegedly as acting deputy mayor.
This mayoral order is another violation of the law. Deputy mayors can only be appointed by the city council’s decision, and only a council-approved person can act as deputy.
There is no official mayoral order regarding Yavorskyi’s appointment on the city council’s website. Furthermore, there is no information about him passing the vetting process required by the ‘Law on Lustration’. In Yavorskyi’s declarations, there is no mention of his appointment in Irpin City Council in the summer of 2024.
So, is Hennadiy Yavorskyi officially working in Irpin City Council? What are his duties? What is his salary? And who is he, really?
Hennadiy Yavorskyi’s name became prominent in the capital in the spring of 2022. At that time, he was the deputy director of the Department of Culture of the Kyiv City State Administration. It was revealed that at the start of the war, the official fled Kyiv and only returned after the region was liberated from occupation. This did not stop him and his boss from organizing inflated salary and bonus payments for March 2022, even to those who were not present at work, including themselves. According to journalists, nearly 2 million UAH were misappropriated from the city budget.
Yavorskyi’s name also appeared in a scandal involving the Kyiv sports and entertainment complex ‘X-Park’. Activists accused Yavorskyi of attempting to destroy the facility, and the park’s founder accused him of demanding a bribe ‘for not interfering with its operations’.
In 2011, Yavorskyi was the deputy head of the legal department at the scandal-ridden state enterprise ‘Ukraine Horse Breeding’, known for its multimillion-dollar scams and the appalling condition of horses due to systematic underfeeding.
Interesting information about Yavorskyi is revealed by the ‘GetContact’ app. In many people’s contact lists, he is saved as the deputy mayor of Irpin, for some as the deputy mayor of Borodyanka, and also as a person linked to Klochko and Kahrudinovych.
The latter is evidently the scandalous Oleksandr Kahrudinovych Badrudinov from Borodyanka, who organized an illegal landfill on 13 hectares of communal land. He has a photo with Hennadiy Yavorskyi and Oleksandr Markushyn, confirming media reports that Yavorskyi is Badrudinov’s protégé in Irpin City Council.
By education, Hennadiy Yavorskyi is a lawyer. He studied at the University of Culture and Arts. His career includes almost two dozen positions, none of which he held for long—some for a few months, others for a year or two. In January 2023, he was looking for a job as a head of the legal department or as an advisor, asking for a salary of 35,000 UAH. By the next year, he had secured a position in Irpin City Council with a salary of 50-60,000 UAH.
Interestingly, it turns out he had worked there before, though few knew about it. In 2021, Yavorskyi was an advisor to Oleksandr Markushyn for three months, a fact revealed in his official declarations.
